Canada readies aid for Cuba amid worsening fuel shortages

Feb 24th 2026

Ottawa says it is preparing an assistance package as Cuba faces blackouts and aviation fuel shortages after disruptions to its main oil supplies.

  • Foreign Minister Anita Anand confirmed a plan is being prepared but declined to provide details.
  • AP reports the shortages deepened after oil shipments from Venezuela were halted following a U.S. attack and the arrest of its leader.
  • Air Canada and other carriers have canceled flights because of a shortage of aviation fuel on the island.
  • Canada is Cuba's second largest source of direct investment, particularly in mining and tourism.
  • Mexico has already sent navy ships with hundreds of tons of aid, and Cuba produces only about 40 percent of its required fuel, leaving it vulnerable to external blockades.
