Bobbi Boudman, a financial analyst, won Carroll County’s 7th District 52-48 in a special election, narrowing the GOP margin in the state House and signaling a competitive November contest.

Bobbi Boudman defeated Republican Dale Fincher 52-48 to win Carroll County’s 7th District in a special election.
This was Boudman’s third contest after losing to Glenn Cordelli in 2022 and 2024, and the seat was vacant after Cordelli reportedly moved out of state.
Fincher raised about $25,000 and had at least $30,000 in outside spending from groups including the Republican State Leadership Committee and Americans for Prosperity, while Boudman raised about $12,000 with no comparable outside help.
The campaign highlighted school vouchers as a central issue, with Fincher supporting Education Freedom Accounts and Boudman opposing them.
Donald Trump carried the district 54-45 in 2024, yet the seat flipped to a Democrat.
Republicans now hold a 214-178 advantage in the 400-member state House with one independent and remaining vacancies, and all seats will be on the ballot in November.
