A recovered transcript of a Beirut meeting, confirmed authentic by Israel's Foreign Ministry, records Hamas and Palestinian Islamic Jihad officials discussing rockets that repeatedly fell short inside Gaza and killed civilians.

- The transcript records a meeting between a Hamas official and Akram al-Ajouri, head of PIJ's al-Quds Brigades.
- It states PIJ rockets repeatedly fell short and struck homes inside Gaza, causing civilian deaths.
- Ajouri is quoted saying that even if a thousand people are killed by friendly fire, that is the price of war.
- The Hamas official in the document said if leaders knew malfunctions could kill a thousand people, those deaths would be on their conscience.
- Both officials said the rocket malfunction issue dated back to the 2014 conflict and that PIJ rockets were built from blueprints received from Iran's Islamic Revolutionary Guards Corps (IRGC).
