- City council amended the Sustainable Mobility Ordinance to allow extension of the SER regulated parking service to new neighborhoods.
- The SER can be activated beyond current hours, including after 21:00 and on Sundays and holidays, for specific high-demand occasions without a fixed limit on uses.
- Up to 18 neighborhoods across six districts could be added, creating about 51,819 regulated parking spaces if district boards and local consultations approve.
- A first wave of extensions is planned before 31 December 2029 and a larger group before 31 December 2035.
- The amendment reverses an earlier plan to ban vehicles without an environmental label in 2025, allowing them to circulate.
- Moratalaz was exempted by an approved amendment and will not be subject to SER expansion.
