Montana limits Capitol event permits to weekdays, imperiling Helena 'No Kings' rally

Mar 13th 2026

A new Feb. 27 state rule limits permitted events on the Montana Capitol grounds to weekdays 7 a.m. to 6 p.m., blocking planned use of sound stages for the March 28 No Kings rally while officials say the change saves money and complies with the constitution.

  • State officials updated Capitol permitting on Feb. 27 to allow public events only on weekdays from 7 a.m. to 6 p.m.
  • The rule applies to state-owned or leased Capitol Complex grounds and covers events that use state resources or require setup, equipment, or clean-up.
  • The Department of Administration says the change was made to reduce after-hours costs and that lawyers found it consistent with state and federal constitutions.
  • Organizers of the March 28 national No Kings rally say the rule prevents use of sound stages and other equipment and violates their First Amendment rights.
  • Indivisible Helena plans to move the rally to Sixth Avenue using a flatbed as a stage, and other groups warn the rule limits access for people who work weekdays.
  • Organizers say they will pursue remedies and seek collaborative solutions after the upcoming rally.
