Observers say opposition booked buses from Russia to bring voters for Armenia election

Mar 11th 2026

An election observer group says an unnamed opposition force booked many buses to bring voters from Russia for Armenia’s 7 June parliamentary election, prompting criminal complaints and a probe amid broader warnings of foreign pressure on the diaspora.

  • Independent Observer member Daniel Ioannisyan reported a large number of buses and minibuses booked to transport voters, mainly from Russia, ahead of the 7 June parliamentary vote.
  • Bookings are said to be timed for the end of May to early June, and the observer group warned the plan could include acts prohibited by Armenia’s criminal code.
  • Armenia’s Foreign Intelligence Service reported signs of possible foreign pressure on the diaspora and authorities have opened an investigation.
  • Ioannisyan told media he had credible information of coercion against businesspeople and named Russia as involved, and he filed a criminal report with the Prosecutor General’s Office.
  • Legal experts say providing basic transport to a polling station may be allowed, but buying travel tickets or transporting voters from abroad can breach the law.
  • Main election rivals include Prime Minister Nikol Pashinyan’s Civil Contract, Strong Armenia led by tycoon Samvel Karapetyan who is under house arrest, the Armenia Alliance of Robert Kocharyan, and Prosperous Armenia led by Gagik Tsarukyan.
  • An IRI poll shows Pashinyan at 20 percent trust and Karapetyan at 10 percent, and Civil Contract has warned the opposition may seek power through a post-election coalition.
