Russia turns Vienna into a European hub for signals intelligence

Mar 18th 2026

Financial Times and ORF report that Russia has expanded satellite equipment and antennas across its diplomatic sites in Vienna, using the city to intercept communications from Europe, the Middle East and Africa.

  • Russia has installed large rooftop antennas and satellite dishes on multiple Russian diplomatic buildings in Vienna.
  • Western officials say Vienna serves as Russia's European center for signals intelligence targeting Europe, the Middle East and Africa.
  • Satellite imagery and researchers report frequent antenna repositioning, which suggests active interception of communications.
  • Most antennas point west toward geostationary satellites between 0 and 15 degrees east, including Eutelsat 3B, Eutelsat 10B, SES-5 and Rascom QAF1.
  • Austrian intelligence warns the systems are a significant security risk and says it is working with security agencies while about 500 Russian diplomatic staff remain in Vienna with up to one third suspected of intelligence roles.
