  • Government and the National Road Freight Committee agreed to change the transport price revision formula to reflect rising fuel costs.
  • The new formula increases the fuel share in the final price from about 30% to about 40% and ties adjustments to pre-tax diesel prices.
  • Application of the formula will be automatic and mandatory and will be reflected in a change to article 38 of Law 15/2009.
  • The Ministry of Transport will bring a Royal Decree-law to the Council of Ministers tomorrow to formalize the measures.
  • This adjustment adds to a general tax cut and an existing direct fuel aid of 0.20 euros per liter.
  • The CNTC estimates the sector has faced roughly 600 euros of extra fuel cost per heavy vehicle per week and over 450 million euros in total since February 28, and Spain has notified the EU to allow the aid scheme in Royal Decree-Law 7/2026 to exceed de minimis limits.
