Tuchel split the squad into two groups to give fringe players game time and rest established players.
James Garner earned his first England call-up.
Lewis Hall, Fikayo Tomori, Dominic Calvert-Lewin, Dominic Solanke and Tino Livramento were also included.
Notable omissions include Trent Alexander-Arnold, Morgan Gibbs-White and Ollie Watkins.
Jude Bellingham is in the squad but will not play against Uruguay while his fitness is managed ahead of Japan.
Eleven players, including Harry Kane, Bukayo Saka and Declan Rice, will join the squad only for the Japan match as part of the split camp.
This is the last squad Tuchel will name before trimming to a 26-man World Cup squad.
