Zelensky sanctions 10 Russian transport and postal firms over deliveries to occupied territories

Feb 28th 2026

A presidential decree published on the official website enacts sanctions on ten Russian transport and postal companies accused of supplying occupying forces and using seized Ukrainian postal infrastructure to support occupation activities.

  • President Volodymyr Zelensky signed decree No. 212/2026 imposing sanctions on ten Russian transport and logistics companies that deliver cargo to temporarily occupied territories.
  • The targeted companies are accused of providing logistical support to Russian forces and moving goods in both directions across occupied lines.
  • Sanctions also cover entities using seized Ukrposhta infrastructure to distribute pensions, issue Russian passports, and hand out draft notices in occupied areas.
  • Postal operators that created channels for so called parallel imports of dual use goods, including electronics and drones, were restricted to curb microchip and component flows.
  • The decree was published on the president's website and Kyiv says the measures and relevant information have been shared with international partners as part of broader sanctions efforts.
